About The Surrogate
Surrogate Moran was born in Winfield on December 23, 1946. He attended school there, and was
graduated from Rahway High School in 1965. He studied English and Social Studies at Alma White
College, where he received his degree in 1970. He did graduate study in school administration
and supervision at Newark State (now Kean College), where he received his
M.A. Surrogate Moran served in the Coast Guard, from which he was honorably discharged in 1967.
Surrogate Moran is a retired Assistant Superintendent of the Toms River Schools. He began his
career in education as a teacher, supervisor, and assistant principal. Surrogate Moran has served
Beachwood as a Councilman and a member of both the municipal planning board and
sewage authority. He is past member of the Ocean County Utilities Authority and a trustee of
the New Lisbon Developmental Center and a Selective Service Board Member. He has been active in the
Beachwood Civic Improvement and Taxpayer's Association and local Republican
organization. He is a member of both the Ocean County and State School Principal's Association.
Surrogate Moran was the ranking Senior Member of the Assembly Regulated Professions
and Independent Authorities Committee and a member of the Assembly Task Force on Waterway safety.
Mr. Moran was elected to the Assembly in 1985 and re-elected in 1987,1989,1991, 1993, 1995,1997,1999
and 2001. He was selected 1987 "Legislator of the Year" by the N. J. Association of Master
Barbers/Stylists and Beauticians; was named Co-Honoree of the "1987 Humanitarian Award" by the
Associated Humane Societies; was the recipient of the 1989 Ocean County Goodfellow Award; received
the 1989 Distinguished Graduate Alumnus Award from Kean College; received the 1992 "Legislative
Leadership Award" of the Northern New Jersey Chiropractic Society; received the Council of New
Jersey Chiropractors 1992 "B.J. Palmer Stand Up for Freedom Award"; received the 1993 "Distinguished
Public Service Award" of the New Jersey Burglar and Fire Alarm Association; received the 1993
Selective Service System "Certificate of Appreciation"; was the 1994 Shore Builders Association's
"Legislator of the Year"; received the 1996 Public Service Award from the Ladies Auxiliary of the
Retired Police and Firemen's Association of Ocean County Local No. 8 and was named an Honorary
Lifetime Member of the Ladies Auxiliary of the Retired Police and Firemen's Association of Ocean
County Local No. 8; was named the 1997 "Legislator of the Year" by the N.J. Chiropractic Society,
was named the 1999 "Legislator of the Year" from the N.J. Weights & Measures Association, was named
2000 "Legislator of the Year" by VFW Post 6063, received the 2000 Distinguished Service Award from
the State VFW Commander, received the Family Friendly Legislator Award for 2000 from American
Association for Marriage and Family Therapy of New Jersey, received the Garden State Legislative
Award for 2001 from the Alliance of Automotive Service Providers, received the Legislative
Achievement Award for 2001 from the State Retired Police and Firemen's Association, and was
named the 2001 "Legislator of the Year" by the Academy of Ophthalmology Board of Directors.
On June 17, 2003, Governor James E. McGreevey appointed Jeffery W. Moran, Surrogate of Ocean
County to fill the vacancy caused by the death of his predecessor Franklin V. Fischer.
On November 4, 2003, Jeffrey W. Moran was elected to the Office of Surrogate.
Surrogate Moran and the former Patricia Kennedy were married in 1969. They have two
daughters, Colleen and Tricia, and granddaughter, Abigail Silva.
